Attorney Kyung-hwan Kim graduated from the Department of Electrical Engineering at Seoul National University, completed a master’s degree program at the Graduate School of Engineering of Seoul National University, and completed the Broadcasting and Telecommunications Law and Policy Program. Leveraging expertise that bridges both law and technology, he has provided extensive legal advisory services and conducted research in the fields of intellectual property, personal information protection, data utilization, artificial intelligence (AI), blockchain, and information and communications technology.

After passing the 46th Korean National Bar Examination and entering the legal profession, he has contributed to the development of information technology law and policy through a wide range of public and private sector roles, including serving as a Professional Lecturer at the Corporate Legal Affairs Training Institute of the Seoul Bar Association, an Operating Committee Member of the Intellectual Property Training Institute of the Korean Bar Association, a Member of the Personal Information Future Forum of the Personal Information Protection Commission, an APEC CBPR Certification Reviewer, and a Member of the Advisory Committee on the Personal Information Protection Act of the Korea Communications Commission.

He has also served as Legal Advisor and Regulatory Review Committee Member to the Ministry of Science and ICT, Blockchain Advisory Committee Member to the Financial Supervisory Service, Member of the National Assembly Blockchain Forum, and Mediator of the Public Data Dispute Mediation Committee, addressing major issues relating to blockchain, the data industry, and digital regulatory innovation. In particular, he possesses extensive experience in legal and regulatory reform and dispute resolution involving emerging technologies, including personal information protection, data utilization, artificial intelligence regulation, autonomous vehicles, and platform industries.

Currently, in response to rapidly evolving technological and industrial environments, he advises corporations and institutions on ICT, personal information protection, artificial intelligence, intellectual property, and regulations affecting emerging industries, and is recognized as one of Korea’s leading legal professionals in the fields of information technology and data law.
